PROBLEM TO BE SOLVED: To provide a satellite communication and positioning system capable of performing both high-reliability communications and positioning by its own system. SOLUTION: This high-altitude inclined orbit satellite communication and positioning system uses an included elliptical orbit satellite system including three satellites in total, with a phase shift of 120 degrees from each other, which are respectively disposed one each on three inclined elliptical orbits having such eccentricity and angle of inclination that each satellite period on the orbit is synchronous with rotation on its axis of the earth and the ground loci of the respective satellites are equal, and an inclined circular orbit satellite system including six satellites in total, with a phase shift of 60 degrees from each other, which are disposed one each on six inclined circular orbits having a larger angle of inclination than the above inclined elliptical orbits so that each satellite period on the orbit is synchronous with rotation on its axis of the earth and the ground loci of the respective satellites are equal, with the center longitudes of the ground loci of the inclined elliptical orbit and the inclined circular orbit aligned with each other.
