PROBLEM TO BE SOLVED: To prevent the occurrence of a scattering image or an offset image over the long-term in a fixing device 11 which clamps and transports a recording material P in a fixing nip part N between a fixing member 25 and a pressure roller 26, and fixates an unfixed toner image on the recording material, even in the case the recording material P is dried paper, by preventing the triboelectrification of the surface of the pressure roller, without increasing the surface energy of the pressure roller 26. SOLUTION: The structure of the pressure roller 26 consists of a mold-release layer 26d, adhesive layer 26c, elastic layer 26b, and core bar 26a in order from its surface, the releasing layer 26d is insulative, and the adhesive layer 26c is electrical conductive. The film thickness of the mold-release layer 26d is 50μm or less, and the surface resistance of the adhesive layer 26c is 10<8> to 10<13> ohms/square. The adhesive layer 26c is grounded electrically or through an electric element, or a bias is applied to the adhesive layer 26c.
