PROBLEM TO BE SOLVED: To conform to speeding up of rotation by improving the change-over response with a change-over valve as well as improve the filling factor of the intake gas and exhaust factor of the exhaust gas in an internal combustion engine where an opening part of a common port 7 for intake and exhaust into a cylinder 2 is formed so as to open at an intake and exhaust stroke with a poppet valve 8, and the common port 7 is changed over to a condition communicating to an exhaust passage 15 from a cylinder at the exhaust stroke and a condition communicating to a suction passage to the cylinder at suction stroke. SOLUTION: The change-over valve has a rotary valve body 13 normally rotating to a fixed direction, a change-over passage 20 is formed in a recess groove on the outer perimeter, and the change-over is performed by the rotation of the rotary valve body 13.
