PROBLEM TO BE SOLVED: To surely perform mechanically emergency stop action of a car, simplify a structure of a stopper of a car platform, make even a cost low, and enhance reliability. SOLUTION: One end part 20a of an arm 20 is fixed to freely rotate to a car platform 11 mounting a car 1, and the other end part 20b of the arm 20 is fixed to a governor rope 21 of a governor 19. A lock mechanism 22 for stopping the governor rope 21 by detecting a lift speed of the governor rope 21, when it comes out of a preset speed, is provided in the governor 19. A stopper 28 having a bite-in member 25 for stopping the car platform 11 by biting in a lift rail 7 associated with one end part 20a of the arm 20, when it is pulled by the car platform 11 to be turned downward by stopping the governor roller 21, is provided in the car platform 11.
