PROBLEM TO BE SOLVED: To obtain a highly effective septic-antibacterial agent (effect for controlling pathogenic bacteria, or the like)-antifungal agent by effectively using 'scallop shell' which is a harmless natural inorganic waste friendly for human and the environment. SOLUTION: This bacterium controller or dioxin controller and a formaldehyde controller are obtained by drying and crushing scallop shells containing calcium carbonate as a main component and then calcining the crushed product preferably at 700 deg.C.
