PROBLEM TO BE SOLVED: To materialize a proper heat storage control while suppressing the consumption of an on-vehicle battery. SOLUTION: A cooling water circulated in an internal combustion engine 1 is stored in a heat accumulator 5 as a heat accumulating water and is circulated in the engine 1 at engine start to attain an early warming-up. When a heater 7 provided in the heat accumulator 5 is turned on, the heat accumulating water in the accumulator 5 is heated. A controller 10 receives a power supply from a battery 12 through an IG switch 11 to operate. A temperature switch 15 is provided between the controller 10 and the battery 12 so as to bypass the IG switch 11, and is turned on when the temperature of the heat accumulating water lowers to reach a first predetermined temperature T1 but turned off when elevating to reach a second one T2. Besides, when the heat accumulating water temperature lowers during the stop of the engine 1, the controller 10 is temporarily activated by the temperature switch 15 to apply the current to the heater 7.
