PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine, lightweight, compact, low in cost and capable of preventing the durability of the internal combustion engine from lowering and also of minimizing the degradation of fuel consumption. SOLUTION: This exhaust emission control device is provided with an NOx occluding reduction catalyst 10 disposed in the exhaust passage of the internal combustion engine, a covering member 91 covering a portion of the inlet 10A side of the catalyst 10 through which an exhaust gas flows in, the air and fuel supply pipe lines 94 and 93 for introducing air and a fuel into the covering member 91, respectively in an approximately theoretical mixing ratio or a slightly rich mixing ratio, and a rotation driving mechanism 95 for rotating and moving the covering member 91 in relation to the catalyst 10.
