PROBLEM TO BE SOLVED: To achieve labor-saving of field work and shorten the term of works. SOLUTION: A retaining wall block 2 is installed in a designated position, and then sediment is refilled in the lower part thereof. Leveling for the inside position of the retaining wall block 2 is performed, a foundation crushed stone 17 is disposed on the top face thereof, and mortar 18 is placed on the top face with a designated thickness. A slope-protection block 3 is installed on the top face. After that, an optical fiber cable 4 is laid inside the slope-protection block 3, and sediment is refilled to the upper end position of the slope-protection block 3. The retaining wall block 2 and the slope-protection block 3 are formed by sequentially connecting unit blocks produced in a factory in the longitudinal direction in a field. In the field, it is sufficient only to connect the unit blocks to each other, so that labor-saving of field work is achieved and the term of works can be shortened.
