PROBLEM TO BE SOLVED: To provide a powder and granular substance filling apparatus into a container which can automate a filling operation, prevent environmental contamination and improve working efficiency, and to provide the container adapted thereto. SOLUTION: The filling apparatus has a carrying means 2 for carrying a powder and granular substance filling container 1 which a detachable lid, a lid removing device 6 for removing the lid 4a of the container, a throw-in device 20 for putting a measured powder and granular substance into the container with the lid removed while collecting the substance, a smoothing device 7 for smoothing an upper surface of the substance filled in the container, a lidding device 6A for putting the lid over the container after smoothing, and a lid conveyer 5 for carrying the removed lid. The lid removing device 6 and the lidding device 6A can be replaced with a lid mount/remove device 13, and the lid conveyer 5 can be eliminated. The container comprises a tubular barrel 4b, the detachable lid 4a at an upper end thereof, and a base plate 4c which is detachable, fixed or rotatably pivoted to its lower end.
