PROBLEM TO BE SOLVED: To attain the most major feature for providing a pouch bag holding device capable of preventing an excessive force from being applied to a pouch holder when a sliding mechanism performs a sliding operation; preventing the pouch holder from being worn out or the like; keeping a stable holding of an attitude of the pouch holder; and simplifying an entire configuration of a system. SOLUTION: There is provided a self-holding tensile spring 36 for generating a position holding force to keep a position of a driving arm 30 under a state in which the driving arm 30 is turned to each of a bag opening position of a pouch bag (a) and a bag closing position of the pouch bag (a), respectively, in respect to a turning operating direction of the driving arm 30 of a sliding mechanism 28.
