PROBLEM TO BE SOLVED: To provide a method for electrophilically fluorinating a substrate with an excellent electrophilically fluorinating agent. SOLUTION: A non-substituted aromatic compound or an aromatic compound having one or more electrophilic substituents is fluorinated by making it come into contact with a tri(halo or trifluoromethyl)substituted N-fluorotriazinium salt of the formula I, three A parts are independently CR and each R is independently a halogen or trifluoromethane, or two A parts are independently Z and Z is independently N or a quaternary nitrogen atom; Y<-> is a counter ion or a group of counter ions inactive against chemical attack by fluorine; and the cation of the salt is preferably 2,4,6-trichloro-1,3,5-triazinium) preferably in a nitromethane solvent.
