PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material for printing plate making having high sensitivity, excellent in the stain of a non-printing area, the dot-to-dot opening of a shadow area and stain restorabilty without carrying out wet processing and having satisfactory printing resistance and to provide a printing plate using the photosensitive material and a method for making the printing plate. SOLUTION: The heat developable photosensitive material has a photosensitive layer containing organic silver grains comprising a >=10C organic silver salt and photosensitive silver halide grains on the base and the water absorption of the photosensitive layer is >=0.7%.
