PROBLEM TO BE SOLVED: To provide a pressure roller having an elastic layer including many voids, which is more hardly soiled than the conventional one by balancing the transfer amount of offset toner to the pressure roller with a condition that the surface of the pressure roller is easily damaged, and a heating device and an image forming device. SOLUTION: The pressure roller opposed to the heating body of a heating device imparting heat energy to recording material while holding and carrying the recording material carrying an electrostatically formed toner image is like a roll provided with the elastic layer including many minute voids inside on a core bar, and has a mold-released layer made of fluorine material as its outermost layer. Then, the pressure roller satisfies 25<Hμ<80, 0.03<λ<1.0 and 1/λ>=0.15(Hμ-20) assuming that heat conductivity measured on the surface layer of the roller isλ[W/mK] and micro hardness measured on the surface layer of the roller is Hμ.
