PROBLEM TO BE SOLVED: To provide a method for wearing makeup on eyebrows and a eyebrow cosmetic set therefor that can achieve good spreadability of the cosmetic, easy blurring application, good naturalness of the makeup, good color development and high sustainability of the makeup. SOLUTION: The objective method for wearing makeup on eyebrows is characterized by applying a powder solidified oil-based solid form cosmetic (a) including >=30 mass % of oily components, followed by application of a powder solidified solid form cosmetic (b) including <=30 mass % of oily components. In another embodiment, short-cut fibers are admixed to the cosmetic (b) and in another embodiment, the cosmetic (b) additionally includes fluorine oil and/or fluorine-modified silicone as oily components. In this invention, a cosmetic set for eyebrows is provided for using in the method of wearing makeup on eyebrows.
