PROBLEM TO BE SOLVED: To generate neutrons in such a way that the ratio of thermal neutrons to epithermal neutrons is small, and that the absolute quantity of the epithermal neutrons is large. SOLUTION: The moderator range is surrounded by a reflector comprising a substance having less moderating power than moderator 2, and a neutron source 1, is disposed more on the opposite side to a neutron radiation direction to the center of length of the moderator in the neutron radiation direction in the moderator 2. In a neutron non-destructive inspection device utilizing epithermal neutrons, noise by thermal neutrons at the time of inspection is reduced to improve the reliability of inspection, and the inspection time can be reduced.
