PROBLEM TO BE SOLVED: To prepare a cosmetic free from greasiness, having dry-refreshing feeling when applied and high rough skin ameliorating effect, despite being excellent in emollient feeling and moisturizing effect. SOLUTION: This cosmetic is obtained by formulating a 2- methacryloyloxyethyl phosphorylcholine polymer and/or a copolymer of 2- methacryloyloxyethyl phosphorylcholine and a hydrophobic (meth)acrylic ester, a phospholipid, a sterol and a ceramide.
