PROBLEM TO BE SOLVED: To obtain a new fluorine compound and a surfactant having excellent surface orienting properties while having a short perfluoroalkyl group and capable of forming a homogeneous film when used for forming the film. SOLUTION: The fluorine compound and surfactant are represented by the following general formula (1) (wherein, R<1> denotes a substituted or an unsubstituted alkyl group having >=6 number of total carbon atoms, but R<1> does not denote an alkyl group substituted with fluorine atom; Rf denotes a <=6C perfluoroalkyl group; either one of X<1> and X<2> denotes hydrogen atom and the other denotes SO3 M; M denotes a cation; and n denotes an integer of >=1).
