PROBLEM TO BE SOLVED: To provide a plastic structural body comprising an elastic surface layer having permeability thereby flowing water down to the inside of the main body and then discharging water from the main body to an exhaust passage. SOLUTION: This plastic structural body 1 has an elastic layer 10 having permeability for water or a liquid on the top surface of the main body portion which is equipped with through holes 6 penetrated up-to-down and exhaust passages 9 for flowing water or a liquid to the outside. The main body portion has a cavity portion 7 which can be used for adjusting function and position and storing the mechanism at the installation side of the plastic structural body. Also, the through-hole has a projected portion 11 which forms one united body with the elastic surface layer thereby guiding liquids such as water or the like passing through the through-hole.
