PROBLEM TO BE SOLVED: To provide a foundation for an existing foundation reinforcing steel tower and construction method for it, capable of reducing the thickness of a mat foundation part to remarkably lessen a countermeasure for curing heat, preventing a branch line for reinforcing support force in digging from being an obstacle to foundation constructing work, reducing a construction space in the periphery of a steel tower, and facilitating installation of a leg material for a newly constructed steel tower. SOLUTION: This foundation is provided with four short column-like concrete foundation bodies 5 constructed including at least lower half parts of the respective inverted-T shaped foundations 3 provided in four leg parts of an existing steel tower 2, a mat foundation 6 constructed on the top parts of the respective concrete foundation bodies 5 to integrally connect the respective concrete foundation bodies to each other, and a leg material 7 for the new steel tower, the lower part of which is buried in the mat foundation 6 in an outside position of the leg material 2a of the existing steel tower 2.
