PURPOSE: A structure of plasma display device and a method of manufacturing the same are provided to emit light by exciting phosphor material of a plasma display panel device through the UV rays generated from an EL. CONSTITUTION: A lighting layer(44) is formed between a lower electrode(42) and an upper electrode(46) on a substrate(41) and generates the ultraviolet rays by applying voltage. A lower dielectric layers(43) and an upper dielectric layer(45) are formed between the lower electrode and the lighting layer and between the lighting layer and the upper electrode(46). A phosphor(47) is formed on the upper electrode and is excited by the UV rays generated from the lighting layer so as to generate a visible ray.
