PROBLEM TO BE SOLVED: To make setting of toilet paper simple by eliminating a shaft from a toilet paper holder. SOLUTION: A roll rest 2 is protruded forward from a wall mounting plate 1 and a toilet paper roll 3 is received therein. The roll rest 2 is formed to a semi-circular shape so as to be adaptable to the shape of the toilet paper roll. A cutter 5 is formed at the front edge of the roll rest 2. A cap 4 made of metal is freely turnably pivoted to the upper part of the mounting plate 1. In setting the paper roll, a user puts the roll 3 into the roll rest 2 and keeps the cap 4 lowered in the state of drawing out the front end of the paper forward.
