PROBLEM TO BE SOLVED: To provide a coil holding device for a coil car and an operating method for a coil car capable of supporting a recoiler drum 2 with a supporting arm 5 even if the coil car moves, and capable of producing coils 4. SOLUTION: The coil holding device 1 is provided with a hoisting means C, a tiling means B, and a pressing means A. The coil holding device 1 actuates No.1 hydraulic cylinder 58, No.2 hydraulic cylinders 66a, 66b and No.3 hydraulic cylinders 69a, 69b, and when these piston rods are contracted, a pressing member 67 of the pressing means A is lowered than the lower surface of the supporting arm 53 which supports the recoiler drum 52, and accordingly, the pressing means A can get under the supporting arm 53 without suspending the recoiler's operation and the coil car 57 can be moved to the working area without suspending the recoiler's operation.
