PROBLEM TO BE SOLVED: To highly orient filaments in the transverse direction. SOLUTION: A melt-blowing die 3 has nozzles 2 for extruding the filaments 4, and slits 6a and 6b for jetting high-speed air streams for thinning the extruded filaments 4. The thinned filaments 4 are accumulated on a conveyor 1 and conveyed as the web. A rod-like body 7 rotated in the arrow A direction by centering a rotary axis 7a parallel to the progressing direction of the conveyor 1 is installed in the flow area of the high-speed air stream between the melt- blowing die 3 and the conveyor 1. The flow direction of the high-speed air stream is cyclically changed in the direction right-angled to the progressing direction of the conveyor 1 by rotating the rod-like body 7, and accordingly the filaments 4 are cyclically swung in the right-angled direction to the progressing direction of the conveyor 1.
