According to the invention, high frequency measurement signals are guided along a conductive element (6). The signals are coupled and decoupled using a coupling unit (8). The device is fixed to the container by means of a fixing part (5) mounted above the maximum level of the substance to be measured and/or monitored. A funnel-shaped element (7) is located in the upper region of the conductive element (6) in such a way that the lower opening surface (15) of said funnel that is oriented towards the surface (4) of the filled substance (2) lies approximately on the plane of the fixing part (5).
