PROBLEM TO BE SOLVED: To provide an apparatus for generating a diffusion code to a cyclic diffusion cyclic shift type diffusion code with a diffusion code for a spectral diffusion communication used as a basic code. SOLUTION: A basic code generator 102 of the apparatus 101 for generating the diffusion code generates the basic code of a length N-chip. A cyclic shifter 103 outputs a plurality of the basic codes cyclically shifted by the number (e) (e: a plurality of any of 0, E, 2E, 3E,...) of integer number times of the number E of the cyclic chips.
