PROBLEM TO BE SOLVED: To provide a magnetic recording medium suitable for magnetic recording of high recording density. SOLUTION: A non-magnetic layer containing a non-magnetic powder and a bonding agent and a magnetic layer containing ferromagnetic powder and a bonding agent are provided on a non-magnetic flexible substrate in this order to form the magnetic recording medium. The non-magnetic layer contains the non-magnetic powder having 0.04μm-0.2μm major axis length, <=0.04μm minor axis length, an acicular ratio of >=2 and a shape wherein two or more acicular particles are arranged nearly in a row.
