PROBLEM TO BE SOLVED: To provide a recovery device and a recovery system capable of efficiently recovering only recovery objects such as the water and sludge near the underwater ground. SOLUTION: The recovery device 10 is provided with a suction section 11 sucking the floating mud of a sludge layer Q, a vacuum pump 30 giving the suction force sucking the floating mud to the suction section 11, and a tire 12 sealed with air, with the air pressure made adjustable, and grounded on the underwater ground P to move the suction section 11. A compressor 40 is provided to adjust the buoyancy C applied to the tire 12 in the water and to adjust the grounding pressure F of the tire 12 to the underwater ground P by adjusting the pressure of the air sealed in the tire 12.
