PROBLEM TO BE SOLVED: To respond to a user who has requested to help restore a failure by automatically calculating an estimated time of restoration. SOLUTION: A case database setting up part 2 makes a deciding factor of restoration of equipment into a database from past cases. A database indexing part 3 indexes a similar case of a failure from the case database when it receives a request to help restore the failure. In the case that there is a past occurrence of a similar event, a database processing part 4 checks and selects check items of a case database 1 in response to an actual state of the failure and specifies the relevant check item, and, by this, takes in an extent of influence on an estimated time of restoration set up for each deciding factor of restoration and reflects it on calculation of the estimated time of restoration. In the case that there is no past occurrence of a similar even, it adds the estimated time of restoration for each factor of restoration, accumulates the added time and calculates an estimated time of restoration.
