PROBLEM TO BE SOLVED: To provide a thermosetting powder coating composition having excellent coating efficiency and capable of forming a coating film satisfying various performance requirements such as smoothness, luster, acid resistance, adhesivity, weather resistance, blocking resistance, surface hardness and scratch resistance in balanced state. SOLUTION: The thermosetting powder coating composition is produced from a raw material containing (A) 70-99 pts.wt. of an acrylic resin having a glass transition temperature of 30-90 deg.C and a number-average molecular weight of 1,000-15,000 and obtained from a monomer mixture containing 14-70 wt.% vinyl monomer having epoxy group, (B) 1-30 pts.wt. of an aliphatic dicarboxylic acid and (C) 0.1-15 pts.wt. (based on 100 pts.wt. of A+B) of a monocarboxylic acid. The equivalent ratio of the carboxy group of the aliphatic dicarboxylic acid B and the monocarboxylic acid C to the epoxy group in the acrylic resin A (carboxy/epoxy equivalent ratio) is (50-100)/100.
