PROBLEM TO BE SOLVED: To provide a urethane-based paint film watrproofing construction method attaining drying property, hardenability, adhesive property, mechanical property and weatherability almost equivalent to a conventional solvent-based paint film waterproofing system and hardly emitting odor during construction. SOLUTION: In this urethane-based paint film waterproofing construction method, (a) a water-based primer, (b) a non-solvent type urethane-based paint film waterproofer and (c) a water-based topcoat are executed on a building skeleton in this order from the lower side. The non-solvent type urethane-based paint film waterproofer comprises a plasticizer comprising one or more kinds of ester of aliphatic monocarboxylic acid with the carbon number 12-24 and mono-ol with the carbon number 1-10 and having a viscosity of 20 mPa.s or less at 20 deg.C, as an essential component. It is preferable to contain the plasticizer at 2-15 mass% to the total quantity of the paint film waterproofer.
