PROBLEM TO BE SOLVED: To provide a horizontal drain method capable of lowering the underground water of aquifers existing above or below low-permeability layers even when the low-permeability layers exist above or below the aquifers arranged with a horizontal drain hole. SOLUTION: A vertical drain 13 drilled through a plurality of aquifers 7, 11, 18 formed in the external natural ground 5 in the normal horizontal drain method is communicated to the horizontal drain hole 8 in this horizontal drain method, switching valve storage devices 16, 17, 20 are arranged at positions corresponding to the low-permeability layers 10 and 14 located between the aquifers on the vertical drain penetrating the aquifers, and the switching valve storage devices are remotely controlled from the ground surface.
