PROBLEM TO BE SOLVED: To provide a small-sized titanium electrolyte capacitor is, of a large capacity and small in leak current by forming an oxide coating film which is large in dielectric constant and is stable, on the surface of titanium. SOLUTION: This method for forming the oxide coating film on a metallic titanium substrate features that the metallic titanium substrate is subjected to heat-treatment under the presence of oxygen so as to form the oxide coating film, is further fired unde vacuum pressure and, thereafter, is subjected to anodic-oxidation in a solution including electrolyte and, thereby, the oxide coating film is reformed on the surface of the metallic titanium substrate. This titanium electrolyte capacitor uses the metallic titanium substrate having the oxide coating film which is reformed by utilizing the method for forming the oxide coating film as an anode.
