PROBLEM TO BE SOLVED: To provide a transmitter including an interface panel, a cross connect section and control section with enhanced reliability and to provide a line changeover method. SOLUTION: This invention provides the transmitter 1 that is mounted with the low or high-speed interface panels 5-1-5-n, 6-1-6-m, to which a single or a plurality of lines are connected, connected to the cross connect section 2 and provided with a control section 3 controlling each section including the cross connect section 2, the transmitter 1 transmits data between terminals 9 and host devices 8-1-8-m or the like. Each interface panel is provided with a line connector (a) for connection with a single or a plurality of lines and with a spare connector (b) connected in parallel with the line connector (a). In a state that the spare connector (b) of a faulty interface panel and a line connector (a) of an interface panel not in use are interconnected by a cable (c), the control section 3 controls the cross connect section 2 to change over the connection of the terminal 9 to the faulty interface panel into the interface panel not in use.
