PROBLEM TO BE SOLVED: To provide an automatic system of selecting useful pages among a lot of web pages opened to the public on the network and of classifying them into proper categories. SOLUTION: A page acquiring part 11 provides output of HTML text and hyperlink information to a web page data base 13 receiving input of a web page address from directory data base 12. A reference relation extracting part 14 provides output of a linking destination address and a linking source address to a reference relation table 15 receiving input of hyperlink information from the web page data base 13, the addresses being transferred into page IDs that exclusively indicate web addresses. Referring to the reference relation table 15, a directory expanding part 16 retrieves a web page list that is in the reference cooccurrence relation between one or more elements of a web page set that corresponds to a web page ID list inputted from the directory data base 12 and enumerates web page IDs whose reference cooccurrence relation values are not less than the threshold value.
