PROBLEM TO BE SOLVED: To provide a heater and a control method which avoid the trouble of heat medium control caused by air penetration into a pipe, etc. SOLUTION: At start of operation, it is judged prior to heating operation whether the heat medium (warm water 8) in a heat medium tank (cistern 4) is on a danger level (L3 ) or on an overflow level (L4 ), and based on this judgment, the heat medium (water W) is supplied after circulation of the heat medium, and when the heat medium comes close to below the danger level (L3 ), it is shifted to heating operation, so troubles in heat medium control due to the air penetration into the circulation path (26), etc., can be avoided.
