PROBLEM TO BE SOLVED: To provide a thermal insulation and transfer piping, capable of giving little less scattering of glass fiber during manufacturing and suppressing deterioration of the surrounding environment. SOLUTION: While a heating body is in contact with the surroundings of a resin or metal transfer pipe, a thermal insulation layer is formed on the outer periphery of the transferring pipe through the medium of a heat equalizing layer. The thermal insulation layer is formed by winding on the heat equalizing layer a thermal insulation fiber glass tape 4a, which is formed by wrapping a glass tape body 40 made by clustering glass fibers into a band shape, with a thin thermoplastic resin sheet.
