PROBLEM TO BE SOLVED: To provide a bolt manufacturing method and a bolt capable of preventing strength from being lowered without increasing a cost. SOLUTION: An extended part 14 extended sideways is formed in a tubular member 13 formed of glass fibers impregnated with resin, and prepreg sheets 21 and 27 are stacked on the upper and lower sides of the extended part 14. A cylindrical core 31 is inserted into the tubular member 13. The stacked part 25 of the tubular member 13 is fitted into a head part forming hole 63 in an outside member 61 by moving a cope 43 downward. In addition, the core 31 projected from the stacking part 25 is pressed by a slide core 62 by moving a platen 69 downward.
