SOLUTION: The monitor 1 has a function of monitoring the operation of the facility 4 and is provided with a database for storing the operation and maintenance data of the facility 4. The monitor 1 also has the function of receiving an e-mail distributed from a mail sever 2, and the function of searching for the operation and maintenance data stored in the database, according to an e-mail from the client equipment 3 and then returning a response.
