A method and an apparatus for reducing image noise in which averaging is carried out using peripheral pixels having a level difference theta from an interesting pixel smaller than a reference value and the ratio of interesting element pertaining to the averaging operation is controlled by setting a gain alpha for the interesting pixel at the time of averaging and controlling the gain alpha thus set. Since the extent of signal processing can be set arbitrarily at an epsilon -filter, optimal image processing can be carried out.
