PROBLEM TO BE SOLVED: To provide a zero emission operating system in order to construct a recycling system which effectively utilizes waste generated at an enterprise or the like and not to make the waste finally disposed by a waste processor. SOLUTION: System summary information for a zero emission system for treatment and reuse of the waste discharged by the enterprise is provided to a user by using a communication means such as the Internet. The system has a stage to encourage the user to answer a questionnaire, the stage to encourage the user to offer additional information judging whether the offering of more detail information is needed concerning to the answer to the questionnaire transmitted from the user and when it is decided more detail information is necessary to be offered, and the stage to submit a proposal including the information how to treat the waste discharged by the user and the information for the cost estimate for the treatment based on the analysis of additional information transmitted by the user and the information already received from the user. |
