PROBLEM TO BE SOLVED: To provide a communication system switching radio and a communication system switching method in which the radio comprises a programmable device which can be utilized efficiently when the functions of the radio can be altered at least partially through control by software. SOLUTION: The communication system switching radio comprises means for calculating the characteristics data of radio wave propagation environment, means 102 for measuring resources, means 101 for calculating a service quality QoS based on the characteristics data and the utilization conditions of resources and selecting a software process or a combination of logical connections optimal for obtaining a desired QoS, means for adding a software module, and means for controlling opening of the module.
