PROBLEM TO BE SOLVED: To provide a device that rapidly calculates execution time of each function block constituting a system in a particular operation executed on the system with a small amount of man-hour in evaluating the system realized with a logic circuit, etc. SOLUTION: Process execution time data in relation to the time when each function block is executed is found by estimating execution time of each process so as to satisfy dependence, by using process sequence information 101 representing the specification of the operation to be executed on the system, dependence information 102 representing the dependence of each process constituting the operation, execution time information 103 representing execution time in the case each process is executed on a function block constituting the system and the like.
