PROBLEM TO BE SOLVED: To provide a treatment solution which enables the deposition of a phosphate film having excellent adhesive properties with paints or elastomers formed on the surface of a metallic material. SOLUTION: The treatment solution contains zinc cations and phosphoric anions, and contains at least one adhesion strengthening agent selected from the following: (i) a film depositing organic matter; (ii) a polymer of vinylphenol in which an aminomethyl group is substituted for an aromatic ring; and (iii) inorganic oxide of elements selected from silicon, aluminum, titanium, and zirconium. This method is performed by a drying method as it is. Namely, a layer of the treatment solution is formed on the surface of a metallic material. After that, the layer of the treatment solution is dried as it is without water- washing. Thus, all nonvolatile matters in the treatment solution layer are chemically reacted with the metallic surface, and remain at the place as they are.
