PROBLEM TO BE SOLVED: To provide a powdery solid cosmetic having good dispersion property of the power even when the component inferior to compatibility is combined as an oil binder component to provide smooth feeling upon using it. The cosmetic enables ultraviolet absorbent and ultraviolet scatter to be contained well and improves ultraviolet masking effect. SOLUTION: The powdery solid cosmetic is obtained by mixing and drying (A) one or more than two organosiloxanes and their derivatives having a viscosity of 50 to 10,000 mPa.s at 20 deg.C, (B) oil component incompatible to the component (A), (C) one or more than two compounds selected from hexamethyldisiloxane, octamethyltrisiloxane and decamethyltetrasiloxane and (D) powder.
