A reference plane (2a) provided to the internal surface of the outer wheel (2) is subjected to grinding before providing ceramic thermal spraying insulating layer to the peripheral surface of same outer wheel. An Independent claim is also included for outer wheel manufacture for electric corrosion prevention type bearing.
