PURPOSE: An apparatus and method for measuring a CIR(Carrier to Interference Ratio) in a packet data transmission mobile communication system is provided to accurately measure the CIR of a forward data traffic channel using PFI(Power Fraction information). CONSTITUTION: A ratio measurer(803) calculates the ratio of the strength of a received signal and the strength of a measured interference. Shift buffers(811-816) successively store the outputs of the ratio measurer(803). A PFI change quantity measurer(851) receives data channel power ratio information and calculates the change quantity of a previous value. Shift buffers(841-843) successively store the outputs of the PFI change quantity measurer(851). Multipliers(831-833) multiply each output of the shift buffers(841-843) by a gain as to data channel power ratio information. An adder(821) adds the outputs of the multipliers(831-833) and the outputs of the shift buffers(811-816).
