PROBLEM TO BE SOLVED: To provide a traffic control device capable of predicting any deviation from the pre-scheduled train diagram in an early stage. SOLUTION: The present position and speed of the train are detected, and it is determined whether or not the train stops at a station, the train arrives at the station, or the train is traveling based on the detected position and speed (S1-S3). When the train stops or the train arrives at the station, the predicted delay time when the train arrives at the next station is calculated from the train diagram and the time interval data (S8, 10 and 11). When the train is traveling, and if the present speed of the train is the same as the speed in the standard traveling pattern, the future operation is regarded to follow the standard traveling pattern, the present delay time is set to be the predicted delay time. If the present speed is different, the learned delay time when the train arrives at the next station is set to be the predicted delay time (S4, 5, 7, 8 and 13). When the train is traveling within the unscheduled speed limit, the predicted delay time is calculated from the predetermined operational formula (S4, 5, 6 and 8).
