PROBLEM TO BE SOLVED: To provide a surface conditioning device for the inner wall of a water tank which can be operated underwater without soiling the inner wall of the water tank, cleans an inner lining of the water tank and imparts an appropriate roughness on the surface, when a repair work for the inner lining is performed. SOLUTION: This surface conditioning device for the inner wall surface of the water tank is structured in such a way that a part of the inner wall surface of the water tank is covered with a brush box which moves along the inner wall surface of the water tank and a brushing device installed in the brush box is made to rotate or shuttle back and forth in contact with the inner wall surface and further, the interior of the brush box is made to communicate with the outside by means of a drain hose, so that the soiled water is drained to the outside from the brush box. Thus the inner wall surface of the water tank is cleaned underwater without soiling the interior of the water tank and also subjected to a surface roughening process.
