PROBLEM TO BE SOLVED: To improve the reliability for discriminating whether or not the normal state of living organisms in a water tank. SOLUTION: Raw water injection pipe body 3 is oriented toward the circumferential direction of a water tank 2 to generate rotating water flow 8, which prevents normal aquatic organisms from staying in a peripheral area 11 and in a central area 12. Thereby normal aquatic organisms 1 are discriminated from debilitated or deceased ones based on their existing area.
