PROBLEM TO BE SOLVED: To provide a method and apparatus for treating soil capable of treating the soil at a low cost, and of treating only the soil in deep layers while keeping the ground strength of the surface and the vicinal soil requiring no treatment. SOLUTION: A rotary head 1 capable of excavating and agitating the soil, and of injecting an additive for treating the soil into the soil is provided so that the rotary head 1 may be entered from a ground surface 5 into a soil layer 40 to be treated while the soil being excavated and agitated, that when the rotary head 1 is reached to the soil layer 40 the rotary head 1 may be operated for treating the soil, and that after finishing a soil treating process the rotary head 1 may be left for the ground surface while being agitated at soil existing positions. In the soil treating process, the soil is excavated and agitated by the rotary head 1, an additive for treating soil is injected, and the soil and the additives are agitated and mixed. The rotary head 1 is formed in an enlargeable and reducible way; the rotary head 1 is contracted in the process of its entering or leaving, and expanded in the process of treating the soil.
